Rufus The Big Misconception With ISO Files

I've searched and searched for how to make USB CD-ROM drive and all I get in the search results is Rufus software.  But Rufus software doesn't make a true USB CD-ROM... all Rufus does is take an ISO file and copy the contents of the file to a USB drive.  True it captures boot code, but it's not an actual CD-ROM device.  I found this article on which points to the correct solution for how to make a USB CD-ROM flash drive.
